The Alternative Mobility Funding Systems Study (AMFSS) Phase II is Underway!

Phase I of the Alternative Mobility Funding Systems Study (AMFSS) was completed in 2019. Phase II will build on this study by developing a Mobility Plan to determine steps for future implementation of an alternative mobility funding system for Tallahassee and Leon County.

Phase One Update

Phase I of the AMFSS evaluated the existing concurrency systems and identified alternative mobility funding strategies for implementation in Tallahassee and Leon County. This phase involved significant outreach to industry stakeholders to determine desirable characteristics of a revised fee structure. Phase I culminated in a recommended methodology of a Tiered Mobility Fee.

For Phase I, the consultant conducted individual or group interviews, and also held an open house at Myers Park. This outreach resulted in the recommendation of a Tiered Mobility Fee to replace Tallahassee and Leon County’s current Concurrency System. This was presented to City and County Commissions at a Joint Commission meeting, and staff was directed to move to Phase IIA of the Alternative Mobility Funding System Study, which would include finalizing the tiers and determining the actual fees that would be charged in lieu of Concurrency. The upcoming outreach will include feedback on locations of Mobility Centers/Hubs and other transportation needs.

Phase IIA of the AMFSS will be to develop a Mobility Plan identifying the transportation infrastructure funding needs and preliminary Tiered Mobility Fees. The Phase IIA report will be presented to the Board and City Commission for adoption and direction for Phase IIB, upon completion.

About the Study

With 20.6 million people, Florida trails only California and Texas in population. Like the rest of Florida, each year the population of Leon County continues to grow. To meet the needs of this growing population, the City and County are seeking resources to fund transportation options that enhance mobility and movement of residents and visitors.

The City of Tallahassee and Leon County have jointly funded an Alternative Mobility Funding Systems Study (AMFSS) to review and recommend potential mobility funding systems. The AMFSS will analyze the existing transportation concurrency system and provide an evaluation of plans, programs, policies, land use patterns, travel characteristics, and infrastructure. The study will consider different options to fund transportation and infrastructure.

The ultimate goal of the study is to identify recommendations for a continuous funding source to develop and maintain a multimodal transportation system that services the present and future residents of the City of Tallahassee and Leon County. The development of a mobility plan will provide the legal basis for establishing a transportation funding system that provides for better mobility options.
