Mobility Planning in Our Community - How We Move

The mission of Mobility Planning is to provide staffing, research, and policy analysis on a wide variety of transportation-related issues for all modes of transportation throughout the Tallahassee-Leon County region.

Specifically, Mobility Planning is involved in developing, evaluating and maintaining the Mobility Element (PDF) and roadway functional classification maps of the Tallahassee-Leon County Comprehensive Plan and associated maps, conducting special road and highway planning studies, as well as various modeling activities that may be warranted for comprehensive plan amendments, sector plans, neighborhood plans or corridor studies. Staff also performs policy analysis on transportation-related issues in coordination with the State, Capital Region Transportation Planning Agency, Blueprint and other local agencies in the preparation of transportation programs for the Tallahassee-Leon County region.

Tallahassee-Leon County Mobility District Alternative Mobility Funding Systems Study (AMFSS)
The City of Tallahassee and Leon County have jointly funded an Alternative Mobility Funding Systems Study (AMFSS) to review and recommend potential mobility funding systems. The AMFSS will analyze the existing transportation concurrency system and provide an evaluation of plans, programs, policies, land use patterns, travel characteristics, and infrastructure. The study will consider different options to fund transportation and infrastructure.
Tallahassee-Leon County Mobility District Multimodal Transportation District (MMTD)
In April of 2009, the Tallahassee/Leon County the Multimodal Transportation District (MMTD), became effective for the central area of the City. The goal is to facilitate the use of multiple modes of transportation, leading to a reduction in automobile use and vehicle miles traveled. But the MMTD addresses more than just transportation - by adopting such a district, the community recognizes that mixed uses and well-designed buildings & public places are just as important as providing transit, bike paths, and sidewalks.
Placemaking Placemaking
Tallahassee has several burgeoning districts that everyone can easily identify. With that in mind, the City Commission identified Placemaking as a top priority for several areas of the community - Gaines Street and All Saints, Midtown, the Market District area, and the Monroe-Adams Corridor. In the coming year, Planning Department staff will work with community groups, neighborhood associations, and other governmental agencies to assist all parties in creating a plan to turn ideas and dreams for each place into a reality.
Roadway Functional Class Maps

The Functional Classification Map series designates roads as either Principal Arterials, Minor Arterials, Major Collectors, and Minor Collectors. These designations reflect such things as the trip length, design, and major attractors along the corridor, and may affect they type of development allowed along them. The official definitions for each of these classifications can be found in the Comprehensive Plan Glossary.

Significant Benefit Program

In February of 2009, the Florida Department of Transportation, Leon County, and the City of Tallahassee entered into a Memorandum of Agreement to pipeline developer proportionate fair-share mitigation for transportation impacts. This means that rather than expending small amounts on small projects spread around the community, the mitigation money will accrue in a bank account until enough money is collected to complete one major transportation project.

The MOA divides the County in five districts and identifies the project priorities for each district. In the outer four districts, 80% of the money will be spent on a roadway project and 20% will be spent on bicycle, pedestrian, or transit projects. Within the fifth district, which is the Multimodal District, 100% of the money will be spent on bicycle, pedestrian, or transit projects. Latest Multimodal Projects Report

The Multimodal Projects Report details the project information for all bicycle, pedestrian, placemaking, and safety-supportive improvements within Leon County. Projects are categorized by current status:

  • Under Design – project is in planning and engineering phase
  • Under Construction – project has been funded and work has begun
  • Completed – project has been completed

Projects are organized by implementing agency and project statuses are updated biannually. There are currently five agencies funding and constructing multimodal improvements in Leon County:

  • City of Tallahassee
  • Leon County
  • Capital Region Transportation Planning Agency (CRTPA)
  • Blueprint 2000
  • Florida Department of Transportation (FDOT)
