Virginia Street Water and Sewer Improvements

The City is currently designing an underground utility project along a portion of Virginia Street to modernize and enhance aging infrastructure, which will add capacity within the water and sewer systems while reducing service interruptions. The Virginia Street Water and Sewer Improvements Project will consist of upsizing and replacement of approximately 2,900 linear feet of water main and approximately 2,700 linear feet of gravity sewer mains in W. Virginia Street between N. Macomb Street and N. Monroe Street and in N. Adams Street between Tennessee Street and W. Virginia Street (see map for limits).

The existing water and sewer infrastructure in the project area is 50 to 70 years old and approaching the end of its useful life. The new water and sewer pipe sizes will be larger than existing pipe sizes to allow for additional capacity in these systems, which also enhances fire protection. This project will allow the City to continue providing reliable, quality service to its customers for many years to come.

More information will be provided as the engineering design is completed and before the project goes to construction.

  1. What is the project’s scope?

  2. What are the benefits of this project?

This project will replace the aging utility infrastructure to reduce service interruptions due to maintenance and repair activities. The new water and sewer pipe sizes will be larger than existing pipe sizes to allow for additional capacity in these systems, which also enhances fire protection. This project will allow the City to continue providing reliable, quality service to its customers for many years to come.

  4. When will the project begin, and how long it will last?
    The project is currently in the design and permitting phase, and staff anticipates bidding the project for construction in summer 2025, with construction commencing in late 2025. Construction is estimated to take approximately 9 to 12 months.
  5. Are road closures expected?
    During the construction phase, which is not anticipated to begin until late 2025, road closures and intermittent lane closures are expected to occur within the work zone. Road closures will impact short sections of the roadway within the project limits and will shift as sections of work are completed. Detours will be clearly marked. The contractor will be required to maintain access to homes and businesses within the work zone.
  6. What can be expected in terms of restoration?
    After the utility improvements installation is complete, the impacted roadways will be resurfaced, and all other areas disturbed by construction activities will be restored to existing or better condition.
