Title VI of the Civil Rights Act

To all StarMetro Employees and the Service Community

As a provider of public transportation whose employees have extensive daily contact with the public, StarMetro recognizes its responsibility to the community it serves and is committed to a policy of nondiscrimination. StarMetro works to ensure nondiscriminatory transportation in support of our mission to provide effective, coordinated and integrated multimodal transportation solutions to enhance the social and economic quality of life for all citizens of the City of Tallahassee.

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance. Specifically, Title VI provides that "no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance." (42 U.S.C. Section 2000d).

The Environmental Justice component of Title VI guarantees fair treatment for all people and provides for StarMetro to identify and address, as appropriate, disproportionately high and adverse effects of its programs, policies, and activities on minority and low-income populations.

Environmental Justice Regulations are:

  1. To avoid, minimize, or mitigate disproportionately high and adverse human health and environmental effects, including social and economic effects, on minority populations and low-income populations;
  2. To ensure the full and fair participation by all potentially affected communities in the transportation decision-making process;
  3. To prevent the denial of, reduction in, or significant delay in the receipt of benefits by minority and low-income populations.

If a citizen or a StarMetro employee should wish to file a Title VI grievance against StarMetro he/she may file a signed, written complaint within 30 days of the date of alleged discrimination to the name and address listed above. The complaint should include the following information:

  • Your name, address, and how to contact you (i.e., telephone number, email address, etc.)
  • How, when, where, and why you believe you were discriminated against. Include the location, names and contact information of any witnesses.

Along with the executive director and civil rights officer, all managers and their staff members share in the responsibility for making StarMetro's Title VI Program a success. Implementation of the Title VI Program is accorded the same priority as compliance with all other legal obligations incurred by StarMetro in its financial assistance agreements with DOT.

Como un proveedor de transportación público, cuyos empleados tienen contacto diario con el público, StarMetro reconoce su responsabilidad a la comunidad que esta sirve y está comprometido a ejecutar la póliza contra la discriminación. StarMetro se esmera para asegurar que la transportación sin discriminación según nuestra misión de crear soluciones eficaces de transportación multimodal, coordinada e integrada para mejorar la calidad de vida social y económica de los ciudadanos de la ciudad de Tallahassee.

El Título VI de la ley de derechos civiles del 1964 prohíbe la discriminación sobre a base de raza, color, u origen nacional en programas y actividades que reciben asistencia financiera federal. Específicamente, el Título VI establece que "ninguna persona en los Estados Unidos, por motivos de raza, color u origen nacional, será excluida de la participación, puede ser negada de beneficios de o ser sometida a discriminación en ningún programa o actividad que reciba asistencia financiera Federal." (42 U.S.C. sección 2000d).

El área de justicia ambiental del Título VI garantiza un trato justo para todas las personas y exige que StarMetro identifique y actué apropiadamente, para corregir problemas de desproporción entre estas y corrija efectos adversos de sus actividades, programas y pólizas sobre minorías y poblaciones de bajos ingresos.

Los reglamentos de la justicia ambiental fueron creados:

(a) para evitar, minimizar o mitigar problemas de salud humana y efectos ambientales adversos donde hay desproporción, incluyendo los efectos sociales y económicos, en las poblaciones minoritarias y poblaciones de bajos ingresos;
(b) para garantizar la participación plena y equitativa de las comunidades que potencialmente puedan ser afectadas en el proceso de la toma de decisiones concerniente a servicios de transportación;
(c) para evitar la denegación de, la reducción o el retraso significativo en los beneficios provistos a minorías y poblaciones de bajos ingresos.

Si un ciudadano o un empleado de StarMetro desean presentar una queja relacionada al Título VI contra StarMetro puede someter esta por escrito (firmada) entre 30 días de la fecha en que la presunta discriminación ocurrió. Esta debe ser enviada la Sra. Wright a la dirección que aparece arriba. La queja debe incluir la siguiente información:

  • Su nombre, dirección y cómo contactarlo (número de teléfono, dirección de correo electrónico, etc.).
  • Cómo, cuándo, dónde y por qué cree que usted fue discriminado. Incluya nombres e información de contacto de los testigos.

Al igual que el Director Ejecutivo y el Oficial de los Derechos Civiles, todos los directores y funcionarios comparten la responsabilidad de hacer el programa del Título VI en StarMetro un éxito. Implementación del Programa del Título VI tiene la misma prioridad que todas las otras obligaciones legales incurridas por StarMetro en sus contratos de asistencia financiera con el Departamento de Transportación.
