New Sidewalk Projects and Request Form

Important: Before you make a request, please check the current sidewalk project list and Programmed Sidewalk List. If you have any other questions or concerns regarding sidewalks, please contact Molly Levesque of the Public Infrastructure Engineering Section, via email or phone: 850-891-2862.

The City of Tallahassee maintains a list of potential sidewalk projects known as the Sidewalk Prioritization List. These sidewalk projects create a safe space for pedestrians and enhance the quality of neighborhood life. The Sidewalk Prioritization List is the basis of the City's Programmed Sidewalk List for sidewalk projects.

The current Sidewalk Prioritization List was last updated May 2024. Please note that projects on the prioritization list do not have planned construction dates until they are placed onto the Programmed Sidewalk List.


  Background

Since December 2010, the City of Tallahassee has applied various criteria to aid in ranking potential sidewalk-installation projects. In 2014, the City of Tallahassee updated the evaluation criteria used to prioritize sidewalk projects. The City Commission considered the initial draft of the updated prioritization process in September 2014 and established the current criteria used to prioritize sidewalk projects in April 2015. The full agenda item can be found on Board Docs as City of Tallahassee Commission Agenda Item 13.05 in the April 08, 2015 commission meeting. 

Each year the City evaluates new requests based on the approved criteria and adds those requested sidewalks to the Sidewalk Priority List.

  How a Sidewalk Project is Ranked and Chosen

The commission approved prioritization process considers multiple criteria to establish the rank of a given sidewalk project. These criteria include roadside safety, safe routes to schools, roadway classification, pedestrian demand, and connectivity. A project is scored based on the individual roadway's unique characteristics and then added to the list based on its final score. The sidewalk list is updated yearly, and new projects are added based on input received from the public.

The Sidewalk Prioritization List is the basis of the City’s Programmed Sidewalk List for new sidewalk construction. Once a sidewalk project is moved into the Programmed Sidewalk List, the project is removed from the Sidewalk Prioritization List.

Below is an overview of the prioritization process and evaluation criteria:

Step 1. Separate candidate projects into two tiers:
Tier 1 Projects with no existing sidewalks
Tier 2 Projects with existing sidewalks on one side of street
Funding will be allocated to Tier 1 projects first.
Step 2. Rank projects based on the following criteria:

  This criterion will award points based on the following:
  Connects to existing sidewalk on arterial road (15 pts)
  Connects to sidewalk on collector road (10 pts)
  Connects to sidewalk on local street (5 pts)
  Does not connect to other sidewalks (0 pts)
6 Existing Demand (Pedestrian Attractors)

  This criterion will assess scores based on access to:
  Transit
  Parks
  Greenways and Trails
  Disadvantaged Housing
  Employment Centers
  University and College Campuses
  Shopping Centers
  Placemaking Areas (South Monroe/Adams, Market District, and Midtown)
