What is inclusionary housing?

According to the American Planning Association, "One approach to creating new housing units affordable to low- and moderate-income households while promoting economic and social integration is inclusionary housing. Inclusionary housing programs link affordable housing provision to private-sector development by requiring or incentivizing developers to construct affordable housing units as part of market-rate residential projects. Typically codified within the zoning ordinance, inclusionary housing policies include both mandatory requirements for new residential developments to include a certain percentage of affordable units, as well as voluntary programs that offer density bonuses or other regulatory or financial incentives in exchange for the production of new affordable units. More than 800 communities in over half of all U.S. states have adopted inclusionary housing policies." Tallahassee's inclusionary housing provisions are found in the Zoning Code at Sec. 9-245, TLDC.
